The template number corresponds to the accompanying Secretary of State's Model Rule number in ARM Title 1, chapter 3, as proposed at page 1003 (MAR Notice No. 44-2-145) and adopted at page 1593 of the 2008 Montana Administrative Register, Issue No. 10 and Issue No. 14. For example, template number 312b corresponds to ARM 1.3.312.

An agency can use this notice to allow public participation before making a final decision on a matter of significant interest to the public.

Organizational Rule

As an example, this rule describes the organization and functions of a fictitious Department of Natural Resources and Conservation and its various units, including the administratively attached Board of Oil and Gas Conservation. The organizational rule must be dated and signed by the Governor and department head. It should be noted that the administratively attached board is required to submit its own organizational description.
